本科论文AbstractAt present,personalized service is more and more needed by the public,and the demandfor fine management is increasingly highlighted in the government service.In recent years,the NPC has put forward several proposals to refine government institutions and transformgovernment functions.The purpose is to update the government's administrative system,innovate management measures,improve management capacity and build a government thatcan truly serve the people and socialism.As the specific method to guarantee thetransformation of government functions,fine management scheme is adopted.And the civilservants salary welfare problem is the government an important content of fine managementplan implementation,to a reasonable solution to the question of salary,benefits,must bebased on grassroots,from basic level,completely eliminating c&b unscientific unreasonablemeasures,in the process of realize the fair and reasonable distribution of salary,benefits,willbe the real focus on problem solving in place.Only by correctly applying the theoretical basisof fine management and putting it into practice can we truly solve the problem of theremuneration and welfare of grass-roots public servants and make the government team grow.In this paper,on the basis of literature review on the related theory of salary,benefits andpublic officials,and the information center in shen yang civil servants at the grass-roots level,for example,has carried on the study of refinement to compensation management problems,analyze information center in shen yang problems existing in the process of compensationbenefits of fine management,and put forward the corresponding countermeasures accordingto the existing problems of analysis,refinement to compensation for civil servants at thegrass-roots level to provide reference on the solution of the problem.Key words:Public servants at the grass-roots level;Remuneration and benefits;Finemanagement
