农村基层社会治理法治化建设研究——以宁夏Y县为例

AbstractLegalization of rural grassroots social governance means that under the leadership ofthe party,through the institutionalization,standardization,proceduralization,andlegalization of grassroots governance,rural grassroots administrators are good at using therule of law thinking and legal system to govern society.The construction of a ruralgovernance system at the grassroots level is a concentrated manifestation of the country 'sgovernance capacity and a top priority in realizing the modernization of the country 'sgovernance system and governance capacity.The legalization of rural governance at thegrassroots level is an important way to achieve comprehensive governance by law.In orderto clarify how to realize the legalization of rural grass-roots social governance,this articlecomprehensively uses the literature research method,historical analysis method andempirical research method,taking Y county in Ningxia as a research point,starting fromthe status quo of social governance legalization in Y county to explore rural grassrootssocial governance The realization path of rule of law.In addition to the introduction and conclusion,this article is divided into four chapters.The first chapter clarifies the relevant concepts,historical evolution and significance of therule of law in rural grassroots social governance.The second chapter sorts out the logic andstructure of the rule of law in the rural grassroots social governance in our country:the ruleof law model is the basis of the rule of law,the order of the rule of law is the key to the ruleof law,the rule of law organization is the core of the rule of law,and the villagers are thefoundation of the rule of law.The third chapter examines the current status of thelegalization of social governance in Y County,Ningxia,and finds that the legalization ofrural grassroots social governance in Y County has related systems that are not soundenough,the level of administrative law enforcement at the grassroots level is not high,andthe ability to resolve disputes at the grassroots organizations level needs to be improved.And the villagers'awareness of the rule of law needs to be improved.The fourth chapterdiscusses that to achieve the rule of law in rural grassroots social governance,we mustestablish and improve relevant systems,improve the level of administrative law
