本科论文AbstractWith the continuous development of the socialist market economy,the proportion ofsmall and medium-sized enterprises (smes)in the national economy has become more andmore important,especially in ensuring and improving people's livelihood,alleviatingemployment pressure and optimizing the economic structure.Mostly small in size,but smalland medium enterprises in the real business activities enterprises often face many unstablefactors,in the face of these unstable factors,small and medium-sized enterprises need for theproduction and business operation may encounter all sorts of problems and difficulties in theprocess of custom some rigorous plan,prior to its prevention,can be in an impregnableposition in the national economy and getting enough of the survival and development.Comprehensive budget management can not only enhance the ability of small andmedium-sized enterprises to resist risks,but also provide a reliable guarantee for small andmedium-sized enterprises to carry out plans,and can also plan the management activities ofenterprises.Therefore,strengthening the overall budget management of small andmedium-sized enterprises has become a priority among priorities,and the research on theproblems and countermeasures of the overall budget management of enterprises run by thecentral government is particularly important.This paper tries to improve the comprehensive budget management system of small andmedium-sized enterprises by solving the problems that may occur in the comprehensivebudget management of small and medium-sized enterprises.By analyzing the definition andcharacteristics of small and medium-sized enterprises,this paper proposes to improve theoverall budget management of small and medium-sized enterprises.Standardize the processof overall budget management;Improve the information system of comprehensive budgetmanagement of small and medium-sized enterprises;We hope that these contents in themarket can be beneficial to the development and progress of the comprehensive budgetmanagement construction of small and medium-sized enterprises in China.Key words:Small and medium-sized enterprises;comprehensive budget;Operation and management
