S市志愿者有序参与社会治理的问题及对策研究

$市志愿者有序参与社会治理的问题及对策研究摘要志愿者对于推动社会发展、参与社会治理、完普社会治理体系具有重要作用。在现代社会运行过程中，经常出现治理主体不明、供给不足、效率低下等问题，单靠政府或市场无法充分解决相关困境，而志愿者凭借其组织灵活、扎根基层的优势，能够精准识别多样化社会需求，并通过资源整合与协同创新快速响应。为更好地发挥志愿者的服务效能，国家针对志愿服务出台了一系列政策，进行了组织建设，各地均已建立起了基本的志愿服务体系，但仍需增强组织志愿服务的有序动能，最终形成政府引导而不包办、社会参与而不混乱、专业支撑而不越位的现代化治理格局。本文以元治理和参与式发展理论为基础，使用文献分析法、调查问卷法和半结构式访谈法，针对S市志愿者有序参与社会治理的现状进行研究，发现在志愿服务运行过程中，还存在志愿者组织体系松散和规范缺失、相关政策制度不健全、参与渠道与沟通交流不畅通、未形成志愿服务治理网络的现实问题，进而提出了加强顶层设计，加快建成志愿服务管理体系：要完善组织建设，完善激励和保障措施：畅通沟通渠道，构建志愿服务协同网络的相关对策建议，为释放社会协同效应，构建共建共治共享的社会治理格局提供可持续的实践路径与内生动力。关键词：志愿者：有序参与：社会治理AbstractVolunteers play a significant role in promoting social development,participating insocial governance,and improving the social governance system.In the operation of modernsociety,problems such as unclear governance subjects,insufficient supply,and low efficiencyoften arise.These issues cannot be fully resolved by the government or the market alone.However,volunteers,with their flexible organization and grassroots roots,can accuratelyidentify diverse social needs and respond quickly through resource integration andcollaborative innovation.To better leverage the service effectiveness of volunteers,the statehas introduced a series of policies for volunteer services and carried out organizationalconstruction.All regions have established basic volunteer service systems,but it is stillnecessary to enhance the orderly momentum of organizing volunteer services and ultimatelyform a modern governance pattern where the government guides but does not take over,society participates but does not become chaotic,and professional support is provided withoutoverstepping boundaries.Based on the theories of meta-governance and participatorydevelopment,this paper uses literature analysis,questionnaire surveys,and semi-structuredinterviews to study the current situation of volunteers'orderly participation in socialgovernance in City S.It is found that in the operation of volunteer services,there are stillproblems such as loose volunteer organization systems and missing norms,incompleterelevant policies and systems,unsmooth participation channels and communication,and theabsence of a volunteer service governance network.Therefore,it is proposed to strengthentop-level design and accelerate the establishment of a volunteer service management system;improve organizational construction and perfect incentive and guarantee measures;smoothcommunication channels and build a collaborative network for volunteer services.Thesecountermeasures and suggestions aim to release social synergy and provide sustainablepractical paths and internal driving forces for building a governance pattern of jointconstruction,joint governance,and shared benefits.Key words:Volunteer;Orderly participation;Social governance目录一、绪论.1(一)研究背景及意义….11.研究背景.020012.研究意义1(二)国内外研究现状.21.发文情况分析.22.国外研究现状43.国内研究现状.。44.文献述评.5(三)研究方法….61.文献分析法.62.问卷调查法。63.半结构式访谈法.6(四)研究的路线及创新点71.研究路线.72.创新点..7二、概念界定与理论基础.8(一)概念界定….81.志愿者.82.有序参与…83.社会治理.…8(二)理论基础..81.元治理理论.82.参与式发展理论.9三、$市志愿者有序参与社会治理现状
