西安市B区农民专业合作社发展中政府职能优化研究摘要国家大计，民生为本。开革开放以来，我国农村率先拉开改革序幕，通过发展生产力，全面推动农村进步。到了最近几年，“三农”问题提上日程，我国举全国之力推动乡村建设，促进农业高效、乡村宜居、农民富裕。随着各项惠农政策的颁布实施，农民专业合作社也应运而生，通过发展合作社，不但可以让农民获得更多的收入，助力集体经济的发展，同时也为乡村振兴战略目标的实现提供了可能。但必须注意的是，如今我国许多农民专业合作社在发展过程中，还有许多问题存在，比如政策扶持力度不强、金融信贷供给不充足等，而要想妥善处理上述问题，仅凭合作社自身努力是远远不够的，还必须得到政府的帮助和支持。本文选择我国西安B区农民专业合作社为研究对象，选择其发展期间政府职能产生的作用和影响为研究内容，基于公共物品理论、市场失灵理论等理论以及访谈法、资料研究法等研究手段来展开研究。研究过程中，不但对政府职能作用以及有哪些问题存在进行了细致阐述，还对其问题成因进行了深入分析，分析可知，其之所以存在那么多问题，是由于缺乏畅通的金融信贷渠道、并未针对性制定政策制度等导致的，为了解决B区农民专业合作社发展期间存在的问题，本文认为，需要分别从拓宽金融信贷渠道、有优化地方性政策等方面入手，从而为该合作社的健康发展提供支持与保障。关键词：农民专业合作社：政府职能ABSTRACTThe national plan is based on the people's livelihood.Since the reform andopening up,China's rural areas have taken the lead in opening up the reform,andcomprehensively promote rural progress through the development of productiveforces.In recent years,the issue of"rural prosperity and high efficiency"has been puton the agenda of promoting the construction of rural areas,rural areas and farmers inChina.With the promulgation and implementation of various preferential policies foragriculture,farmers'professional cooperatives also came into being.Through thedevelopment of cooperatives,farmers can not only obtain more income and help thedevelopment of collective economy,but also provide the possibility for the realizationof the strategic goal of Rural Revitalization.However,it must be noted that manyfarmers'professional cooperatives in China still have many problems in thedevelopment process,such as weak policy support and insufficient supply of financialcredit.In order to properly deal with the above problems,the efforts of cooperativesalone are far from enough,and they must also get the help and support of thegovernment.This paper selects the farmers'professional cooperatives in District B ofXi'an as the research object,selects the role and impact of government functionsduring its development as the research content,and carries out the research based onthe theories of public goods theory,market failure theory,interview method,dataresearch method and other research means.In the research process,not only thefunctions and functions of the government and the existing problems are described indetail,but also the causes of the problems are deeply analyzed.The analysis showsthat there are so many problems due to the lack of smooth financial credit channelsand the lack of targeted policies and systems.In order to solve the problems existingduring the development of farmers'professional cooperatives in area B,This paperholds that it is necessary to broaden financial credit channels and optimize localpolicies,so as to provide support and guarantee for the healthy development of thecooperative.Key words:Farmers'Specialized cooperative;Government Functions目录摘要ABSTRACT…0第一章绪论…1.1研究背景与研究意义1.1.1研究背景1.1.2研究意义1.2国内外文献综述1.2.1国外文献综述21.2.2国内研究综述41.2.3国内外文献述评.71.3研究目标、研究内容及拟解决的关键问题1.3.1研究目标..1.3.2研究内容…1.3.3拟解决的关键问题1.4研究方法与技术路线91.4.1研究方法91.4.2技术路线..91.5可能的创新点9第二章相关概念与理论基础…112.1相关概念112.1.1地方政府.2.1
