市域社会治理现代化背景下城市社区专职工作者激励问题研究一以$街道为例摘要社区是在城市治理过程中最为基础的组成单元,如果想要落实惠民政策,完成“最后一公里”目标,就必须做好社区治理工作。随着城镇化的加速发展,我国非常重视城市社区治理能力现代化建设工作,“市域社会治理现代化”概念便是在这一背景下提出的,其要求,在开展社会治理工作之时,必须将着眼点放在城区上,在市域内建设一支完善的社区治理人才专业队伍,培育一批专业素质过硬的干部队伍和社会治理各类人才队伍。社区专职工作者作为城市社区治理的主力军,能够为城市社区治理效能的优化提供极大助力。社区专职工作者激励问题研究,对丰富社区工作激励理论、吸引并留住优秀的社区工作者、切实提高社区服务水平具有重要意义。本研究共分七个部分。本文第一部分为绪论部分,对目前社区治理的研究意义和背景进行阐述,紧密围绕社工这一研究主体整理国内外相关文献资料,对研究思路、方法进行明确。第二部分为概念理论介绍。即对有关理论、概念以及文章的分析框架展开简要介绍。第三部分对市域社会治理现代化具体目标任务以及其对社区专职工作者的能力要求进行了说明,引申出社区专职工作者在实践中所遇到的挑战。第四部分介绍了S街道社区专职工作者目前的激励现状。第五部分主要针对前文分析的激励现状,来对其有哪些不足存在,以及为何会存在这些不足展开进一步研究。第六部分在前文研究的基础上提出S街道社区专职工作者激励问题的解决对策以及优化建议。第七部分总结全文,并对将来的工作进行展望。本文挑选具有典型性的S街道作为本文的研究对象,重点分析了岗位工资低,增资标准幅度小:培训时间短,专业化程度低:岗位等级年限长,晋升机会少:职业认可度低,开展工作难度大:绩效考评体系不健,考核结果难反馈等重点问题,结合市域社会治理现代化新背景,提出了提高基层薪资标准,完善“岗变薪变”调薪制度:夯实基层治理基础,加强岗位管理:激发基层治理活力,完善社工晋升制度:强化精神激励举措,提高社区专职工作者的社会地位:依托信息化技术,建立精细化的考评制度五大优化路径。通过优化对社区专职工作者微励对策,进一步提高工作效能,提升社区服务水平,为实现市域社会治理现代化目标提供助力。关键词:市域社会治理现代化;社区专职工作者;激励;策略Study on the motivation of full-time workers in urbancommunities under the background of Modernization ofMunicipal Social Governance --Taking S Street as anexampleAbstractCommunity is the most basic unit in the process of urban govemance.If you want to implementthe policy of benefiting the people and achieve the goal of "the last kilometer",you must do agood job in community govemance.With the accelerated development of urbanization,Chinaattaches great importance to the modernization of urban community govemance capacity.Theconcept of "modernization of urban social govemance"is put forward under this background.Itrequires that when carrying out social govemance,we must focus on the urban area and build aperfect professional team of community govemance talents in the urban area,Cultivate a numberof cadres with excellent professional quality and various talents for social govemance.As themain force of urban community govemance,community full-time workers can provide great helpfor the optimization of urban community govemance efficiency.The research on the incentive ofcommunity full-time workers is of great significance to enrich the incentive theory of communitywork,attract and retain excellent community workers and improve the level of communityservice.This study is divided into seven parts.The first part of this paper is the introduction,whichexpounds the research significance and background of current community govemance,closelyarranges the relevant literature at home and abroad around the research subject of social workers,and clarifies the research ideas and methods.The second part is the introduction of conceptualtheory.That is,a brief introduction to the relevant theories,concepts and the analysis frameworkof the article.The third part explains the specific objectives and tasks of the modernization ofmunicipal social govemance and its ability requirements for community full-time workers,andextends the challenges faced by community full-time workers in practice.The fourth partintroduces the current incentive st
