ABSTRACTABSTRACTSince the 19th century,the world has developed rapidly in all aspects,and now it has reached an important level,and China has also made rapid progress with the trend.Promoting efficient development and re establishing new goals are put forward in the outline of the fourteenth five year plan inorder to speed up social progress.At present,China's industrialization process has notavoided the old way of"pollution first,treatment later".Therefore,the government hadissued a series of policies and regulations to restrict and guide the production behaviorof enterprises,so as to achieve the purpose of protecting the environmental.However,energy conservation and emission reduction work in China is facing huge challenges:the energy conservation effects of many emission reduction policies are not satisfactory,for the negative environmental externalities have not been fundamentally alleviated.Inorder to explore the mechanism of environmental regulation affecting energy efficiency,this paper uses a directed technical change model to make a more general explanation ofthe relationship between environmental regulation,technical change and energyefficiency from a micro level,and provide a theoretical basis for promoting the greendevelopment of economy in China.Firstly,this paper reviews the existing research on environmental regulation,technological innovation and energy efficiency,and introduces the theory of biased technological progress from the endogenous perspective to open the "black box"of the internal mechanism of the Porterhypothesis:under the constraints of environmental regulations,enterprises intentionallychoose the bias of technical change through R&D activities,thereby having an impacton the utilization efficiency of energy factors.Secondly,based on theoretical analysis and model derivation,the paper explainsthe effect of directed technical change under environmental regulations on energyefficiency,and then actually measured the bias of technical change and total factorenergy efficiency of various provinces in China.Then it uses panel data from 2008 to2017 in China to empirically analyze the impact of directed technical change on totalfactor energy efficiency from the perspective of environmental regulation.The resultsshow that:(1)A positive directed technical change has taken place in China on thewhole,but the energy biases between different factor groups are different;(2)Thedirected technical change has an energy-saving effect between "energy/capital",and an
