10kV城南线农网改造工程施工安全管理方案改进研究摘要不论是对于职工而言，还是对于企业而言，电力建设项目安全性都十分重要。然而，我国电力建设安全管理的现状并不理想。现场作业空间有限、杆塔上作业较多、时间紧任务重等情况，使得安全管理的难度系数不断加大。此外，随着建设电厂规模和装机容量的不断扩大，电力建设的安全管理形势将更加严峻。“安全第一，预防为主”是电力行业安全管理的指导原则。随着国际形式的不断变化，资源结构的不断调整，在保障有序供电的同时做到安全管理工作，是每一个电力工程项目急需解决的难题。本文将研究对象确定为10kV城南线农网，在对我国以及其他国家相关文献情况进行收集和整理后，对其当前关于安全管理的研究情况进行了介绍，然而围绕工程安全管理，对其原则、标准和安全事故致因理论进行了叙述，为分析和解决电力施工项目安全管理问题奠定了基础。通过对10kV城南线农网及其施工安全管理现状展开分析，在明确其存在的不足后，又进行了成因分析。本文基于现代安全管理理论，通过对我国以及其他国家安全管理经验进行参考，完成了工程安全管理方案的优化工作，令人为安全事故的出现几率能够得到有效控制。完成上述工作后，笔者为了令施工安全以及改进方案的顺利进行得到充分保障，提出方案实施的保障措施，解决10kV城南线农网项目安全管理中存在的问题和不足，打造更加完善的施工安全管理方案，令其安全管理水平能够得到显著提升，同时为同类型电力工程安全管理工作提供参考。关键词：10kV城南线农网，安全管理，施工安全，安全事故AbstractThe safety of power construction projects involves the happiness of employees andtheir families,is closely related to the survival and development of enterprises,and has avital impact on social harmony and stability.However,the current situation of powerconstruction safety management in China is not ideal.Limited working space on site,morework on poles and towers,tight time and heavy tasks make the difficulty coefficient of safetymanagement increasing.In addition,with the continuous expansion of the scale and installedcapacity of power plants,the safety management situation of power construction will bemore severe."Safety first,prevention first"is the guiding principle of safety management inpower industry.With the continuous change of international form and the continuousadjustment of resource structure,it is an urgent problem for every power engineering projectto achieve safety management while ensuring orderly power supply.This paper takes the 10kV rural power network of Chengnan line as the research object.Firstly,it introduces the research status of safety management at home and abroad,andsummarizes the basic principles,standards and safety accident cause theory of engineeringsafety management,which lays a foundation for analyzing and solving the safetymanagement problems of power construction projects.Through the detailed description andResearch on the current situation of 10kV rural power network of South Urban line and thecurrent situation of construction safety management of 10kV rural power network of SouthUrban line,the main problems existing in the construction safety management of powerprojects of the company are found out,and the causes are analyzed.Based on the modernsafety management theory and drawing on the advanced safety management experience athome and abroad,this paper optimizes the improvement scheme of engineering constructionsafety management,unifies the safety management procedures from the four aspects ofpeople,equipment and facilities,environment and management,and reduces the safetyaccidents caused by man-made problems in safety management.Finally,in order to ensurethe construction safety and the smooth progress of the improvement scheme,this paper putsforward the guarantee measures for the implementation of the scheme,solves the problemsand deficiencies existing in the safe
