供给侧改革背景下辽宁省普惠金融的发展问题及对策研究

供给侧改革背景下辽宁省普惠金融发展研究摘要2013年，党的十八届三中全会提出“发展普惠金融”，标志着普惠金融成为中国的国家战略，两年后《推进普惠金融发展规划(2016一2020年)》的出台，进一步推动了国内普惠金融的实施。各地区经过多年来的努力收获了不小的进展，辽宁省同样受益良多，经济发展迅速，人民生活质量得到提升。2022年是“十四五”的深化之年，我国迈进新发展阶段，然而辽宁省金融发展仍存在不平衡不充分等诸多问题，普惠金融发展依旧面临严峻挑战。同时，国家供给侧深化改革正进行的如火如茶，在此背景下，如何跟随经济新形态的步伐，从供给层面改普普惠金融发展现状，支持经济社会协调发展，即是本文所要研究的问题。本文以供给侧深化改革为背景，以辽宁省普惠金融发展水平为研究对象，对相关概念和内在联系进行阐明。又选取近年来的金融数据和实事资料，运用文献研究法和比较分析法，对辽宁省普惠金融的需求和供给层面进行研究分析，确立金融机构存贷款、网点分布和从业人员数量和服务质量等评价指标，提出小微企业信贷不足、金融供给失衡、专业人才流失、金融产品同质化和金融服务质量有待提高五大问题，并相应给出强化机构责任、优化供给体系、提高福利水平、数字金融创新、重视金融服务等对策建议。关键词：辽宁省；普惠金融；供给侧改革-I-The Research on the Development of Inclusive Finance in LiaoningProvince under the Background of Supply Side ReformAbstractIn 2013,the Third Plenary Session of the 18th CPC Central Committee proposed"developing inclusive finance",marking that inclusive finance has become a nationalstrategy of China.Two years later,the development Plan for Promoting Inclusive Finance(2016-2020)was issued,which further promoted the implementation of inclusive financein China.Liaoning province has also benefited a lot.Its economy has developed rapidly andthe quality of people's lives has been improved.2022 is the year of deepening the "14thFive-year Plan",China is entering a new stage of development,but there are still manyproblems in the financial development of Liaoning Province,such as unbalanced andinadequate,and the development of inclusive finance is still facing severe challenges.Atthe same time,the deepening reform of the national supply side is in full swing.In thiscontext,how to follow the pace of the new economic form,improve the developmentstatus of inclusive finance from the supply level,and support the coordinated developmentof the economy and society is the problem to be studied in this paper.This paper takes thedeepening reform of the supply side as the background and the development level ofinclusive finance in Liaoning Province as the research object to clarify the relevantconcepts and internal connections.It also selects financial data and practical information inrecent years,uses literature research method and comparative analysis method to study andanalyze the demand and supply level of inclusive finance in Liaoning Province,andestablishes evaluation indexes such as deposit and loan distribution,network distribution,number of employees and service quality of financial institutions.The paper puts forwardfive major problems such as insufficient credit of small and micro enterprises,imbalanceof financial supply,loss of professional talents,homogeneity of financial products andquality of financial services to be improved,and puts forward correspondingcountermeasures and suggestions such as strengthening institutional responsibility,optimizing supply system,improving welfare level,digital financial innovation andattaching importance to financial services.Key Words:Liaoning Province:Inclusive Finance;Supply Side ReformII-目录摘要..........Abstract.......…II一、引言.……“1(一)研究背景.....1(二)研究目的与意义1(三)研究思路与研究内容2(四)研究方法与创新之处2
