振兴东北老工业基地的金融战略研究

振兴东北老工业基地的金融战略研究摘要由于东北地区的历史原因，自二十世纪九十年代之前，东北地区一直都是我国重要的工业基地，也是我国重要的经济发达地区。但东北地区总体经济水平相较于国内其他地区而言还有巨大的差距。因此我国政府于2003年起开始重视东北老工业基地发展，国务院随后发布了《振兴东北老工业基地战略》，表达出振兴东北老工业基地的决心。东北老工业基地是新中国刚成立以来重要的工业孵化室，为我国建成完整的工业体系以及国家经济体系作出了重大的贡献，但由于时代的发展进步，东北老工业基地已经逐渐跟不上时代的步伐。长期以来，人们对于振兴东北老工业基地的研究一直没有暂停过，但是他们忽略了区域经济发展的重要影响因素，即金融。金融作为区域发展的核心要素，对于推动区域产业成长，带动区域经济发展有着重要的影响作用。本文是对东北老工业基地的金融战略发展的研究，了解相关的理论基础，为后续研究我国东北老工业基地的金融战略发展现状提供理论帮助。发展现状是对于当前我国东北老工业基地状况的反映，从中可以透露出当前发展过程中存在的问题，例如人才外流、金融支持力度不大，可以明显从现状当中凸显出来，从而对症下药，提出具有针对性的对策和建议。关键词：振兴东北；老工业基地；金融战略；区域经济发展；三大产业Research on how to promote the Financial Strategy of the OldIndustrial Bases in Northeast ChinaAbstractBecause of the historical reasons,northeast China has been an important industrialbase and an important economic developed area since the 1990s.However,the overalleconomic level of northeast China still has a huge gap compared with other parts of thecountry.Therefore,in 2003,the Chinese government began to attach importance to thedevelopment of the old industrial base in the northeast,and the State Council subsequentlyissued the Northeast Area Revitalization Plan,expressing the determination of theNortheast Area Revitalization Plan.The old industrial base in northeast China has been animportant industrial incubator since the founding of the People's Republic of China.It hasmade great contributions to the establishment of China's complete industrial system andnational economic system.However,due to the development and progress of the times,theold northeast industrial base has gradually fallen behind the pace of the Times.For a longtime,there has been no pause in the study of the Northeast Area Revitalization Plan,butthey ignore the important factor of regional economic development,namely finance.As thecore element of regional development,finance plays an important role in promotingregional industry growth and regional economic development.This paper is to study thedevelopment of financial strategy of the old industrial base in northeast China,tounderstand the related theoretical basis,and to provide theoretical help for the follow-upstudy of the status quo of the development of financial strategy of the old industrial base innortheast China.The current situation of development is a reflection of the currentsituation of the old industrial base in northeast China,from which problems existing in thecurrent development process can be revealed.For example,the strength of brain drain andfinancial support is not strong,which can be clearly highlighted from the current situation,accordingly,the author puts forward some pertinent countermeasures and suggestions.Key Words:Revitalize Northeast China:Old Industrial Base;Financial Strategy:RegionalEconomic Development;The Three Major Industries目录摘要IAbstract...·…………II一、绪论(一)研究背景....(二)研究目的及意义...·1(三)研究思路与研究内容2(四)研究方法与创新之处2二、理论基础与文献综述....4(一)金融发展论.……(二)金融可持续发展论...·4(三)东北老工业基地金融战略的文献综述4三、当前东北老工业基地的金融战略发展现状7(一)金融经济发展稳定..........7(二)金融战略政策因地制宜.·7(三)金融衍生工具不断丰富......·8四、我国东北老工业基地金融战略发展存在
