论双循环发展格局下东北老工业基地开放合作的新机遇摘要2020年，中国开启了经济内循环为主，国际国内双循环相互促进的新发展模式，这是中国经济以规模发展转变到以质量发展的必然选择。“十四五”期间，国家就提出了东北全面振兴取得新突破的战略目标，为东北老工业基地带来新机遇。尽管多年来，政府一直在推行“重振”的政策，但成效并不明显，究其根源，还是体制落后与缺少创新力。本文从五个方面对东北老工业基地所面临的问题进行了分析，并就如何应对这些问题提出了一些新的对策。一要积极推动国有企业的改革，使现有的人才、技术和其他创新资源得到充分利用：二要加强对创新型、科技型民营企业的扶持，推动新技术、新产业的迅速发展。四十多年的发展历程证明，珠江、长江等地的迅速发展是以开放为中心的区域经济发展的典范。在目前“双循环”格局下，东北老工业基地既要参与国内经济合作，又要进行国际合作。本文从双循环发展格局出发，提出东北老工业基地加强同东北亚国家的经贸合作，在资金、技术、管理等方面利用好日本、韩国和俄罗斯等国家的资金、技术与市场，加快“一带一路”建设等新机遇。积极推进东北地区开放合作，优化东北老工业基地的产业布局，是“十四五”时期东北地区振兴的一个重要任务关键词：双循环发展格局，东北老工业基地，开放合作，新机遇New Opportunities for Opening and Cooperation of Northeast OldIndustrial Base under Double Circulation Development PatternAbstract:In 2020,China will launch a new economic development model featuring internalcycles,with both international and domestic cycles reinforcing each other.This is an inevitablechoice for China to transform its economy from scale to quality.During the 14th Five-year Planperiod,the state put forward the strategic goal of achieving new breakthroughs in the overallrevitalization of northeast China,bringing new opportunities to the old industrial base innortheast China.Although the government has been carrying out the policy of "revitalizing"formany years,the results are not obvious,and the root cause is the system and system,lack ofinnovation.This paper analyzes the problems faced by the old industrial base in northeast Chinafrom five aspects and puts forward new strategies to solve the problems.First,promote thereform of state-owned enterprises and make full use of the existing talent,technology and otherinnovative resources.Second,strengthen support for private,innovative and technology-basedprivate enterprises and promote the rapid development of new technologies and industries.More than 40 years of development has proved that the rapid development of the Pearl River,Under the current pattern of "double circulation",northeast old industrial base should not onlyparticipate in domestic economic cooperation,but also carry out international cooperation.According to the new development pattern of double circulation,this paper puts forward newopportunities for the development of the old industrial base in northeast China.In other words,northeast old industrial base should strengthen economic and trade cooperation with NortheastAsian countries,take an active part in the economic cooperation in Northeast Asia,and makegood use of the capital,technology and market of Japan,South Korea and Russia in terms ofcapital,technology and management.It is an important task for the revitalization of northeastChina during the 14th Five-year Plan period to speed up the construction of the Belt and Roadinitiative,expand the opening-up of northeast China and optimize its enterprise and industrialstructure.Key words:Dual-cycle development pattern,Northeast old industrial base,Openness andcooperation,New opportunities目录一、引言。二、相关概念界定.....。。。。(一)双循环格局含义...(二)东北老工业基地振兴...........2(三)东北老工业基地开放合作意义....2三、东北老工业基地发展历程及存在问
