ABSTRACTTheOuyangdusmallwatershedistheShuiyangRiversysteminthe Yangtze RiverBasin.TheadministrativedivisionofthesmallwatershedisunderthejurisdictionofTaochengTown,LangxiCounty,withatotalareaof20.22kmwithinthesmallwatershed2,Thecomprehensivetreatmentareaofthisprojectis6.00km2.Duetoseveresoilerosionandhighsedimentcontentinrunoff,waterenvironmentpollutionandfrequentfloodsinthewatersheddirectlythreatenthesafetyofdownstreamfarmlandirrigationanddrinkingwateralongtheroute,whichhasbecomeakeyfactorrestrictingthesustainabledevelopmentofthelocaleconomyandsociety.ThecomprehensivemanagementandconstructiontaskoftheOuyangdusmallwatershedistosignificantlyimprovetheecologicalenvironmentandreducetheamountofsedimententeringtheriver.Thesecondistoconservewatersourcesandcontrolnon-pointsourcepollution;Thethirdistoimproveruralproductionconditionsandlivingenvironment,andpromotehealthyandhealthydevelopmentofruraleconomyandsociety.Takingmountains,water,fields,forests,androadsastheleadingconstructiondirection,weaimtocreatetheOuyangFerrysmallwatershedwithgreenmountains,clearwaters,greenshores,andbeautifulscenery.Thegovernancemeasures fortheOuyangdusmallwatershedinc ludeengineeringmeasures,forestandgrasslandmeasures,andclosureandcontrolmeasures.Theconstructioncontentmainlyincludesfourprojects,namely:watererosionslopeandforestlandengineering,villagelivingenvironmentimprovementengineering,river(ditch)waterecologicalengineering,andclosureandcontrolengineering.Themainpurposeofthisplanistorenovateslopingforestswithsoilerosion,improvedrainagesystems,reducerainwatererosion,andenhancewaterandsoilconservationcapabilitiesKEYWORDS:Soilerosion;Soilandwaterconservation;Governance;smallwatershedI
