浅析公共危机管理过程中的非政府组织参与摘要：随着我国政府持续不断地改革，治理体系的不断完善以及能力的不断提升，不仅为社会带去新的生机，也更进一步推动了社会组织的发展。非政府组织的参与有利于更加有效的应对公共危机事件的发生，但我国公共危机治理仍存在着许多困境和重重挑战，尤其在参与公共危机管理时，各方面的问题渐渐显现，如缺乏资金以及专业人才、信息共享困难、法律地位不明确、监督机制不健全等。如何有效发挥非政府组织的作用，便成为了我国公共危机管理中急需解决的问题。在公共危机管理中，通过政府层面的制度安排与资源共享、加强与政府的合作，完善信息协调机制、加强法律法规建设、建立完善的评估监督管理机制，在社会公共层面和其他措施中改善并解决非政府组织参与公共危机管理中的问题和困境，让非政府组织在公共危机管理中提升公共危机治理效能。关键词：公共危机管理：非政府组织：协调治理：On the participation of NGO in the process of public crisismanagementAbstract:With the continuous reform of the Chinese govemment,the continuous improvement of thegovemance system and the continuous improvement of the ability,not only bring new vitality tothe society,but also further promote the development of social organizations.The participation ofnon-governmental organizations is conducive to more effective response to the occurrence ofpublic crisis events,but there are still many difficulties and challenges in Chinese public crisisgovemance,especially when participating in public crisis management,the problems of variousaspects appear gradually,such as lack of funds and professionals,information sharing difficulties,unclear legal status,imperfect supervision mechanism and so on.How to exert the function ofNGO effectively has become the urgent problem in our public crisis management.In public crisismanagement,through institutional arrangements and resource sharing at the govemment level,strengthening cooperation with the govemment,improving the information coordinationmechanism,strengthening the construction of laws and regulations,and establishing a sound3
